She may have thought that the name of the drug was an instruction for application. The copy editor who wrote the headline was having a little fun with a routine drug arrest.

After reading the headline, I thought she would be a, err bigger lady.
After viewing the article and her picture, it appears to be a case of...her stash of crack was stashed in her crack.
